Manage the development and marketing of emergency management support services and products for Emergency Management Assistance Inc. Current products include:

Emergency Management Systems Analysis - assisted Argonne National Laboratory and Alabama Chemical Stockpile Emergency Preparedness Program (CSEPP) Technical Advisory Committee in formulating program implementation plans designed to meet Federal CSEPP Planning Guidance; developing automated program Gantt chart; facilitating meetings and workshops; reviewing and commenting on various programmatic documents; coordinating and resolving issues.

 

6/94-6/96:      Ketron Division of the Bionetics Corporation, Malvern, PA Office and Project Manager in support of emergency management projects - 

 

Project work included:

 

Project Manager for U.S. Navy/Federal Emergency Management Contract that included the following tasks: designed, developed the State Integrated Emergency Management Course; designed and developed the Comprehensive Exercise Curriculum; designed and developed the Integrated Emergency Management Course: Consequences of Terrorism; provided support to Response 95 the largest peacetime exercise ever conducted in the world.

          


12/84 to 03/93:  SE Technologies, Inc., Harrisburg, Pennsylvania, Senior Technical Consultant

 

            Work Activities included:

 

Program development and administration of emergency management services projects for federal agencies, state and local governments;

Developed a Concept Plan for Exxon Mobile Bay Treatment Facility that provided Exxon with 39 recommendations for protecting their facilities, employees, and the public in the event of a disaster. Developed an Incident Command System based emergency plan for Exxon Mobile Bay treatment facility;      

Served as Project Site Manager for Anniston, Alabama, U.S. Army Chemical Stockpile Emergency Preparedness Program (CSEPP).  Responsibilities included managing the development of off‑site emergency plans for a six county area in Alabama; coordinating emergency planning work effort with the Anniston Army Depot, State of Alabama and Federal Emergency Management Agency (FEMA) Region IV; co-development of an automated project management system for Alabama’s CSEPP; and co-development of a PAZ County task analysis for CSEPP. Managed the development of 238 special facility plans (schools, colleges, nursing homes, jails and hospitals) for a six county area;

Managed a multi-year project of the Federal Emergency Management Agency’s National Emergency Training Center including research, analysis and development of over 50 separate emergency management training programs, curriculum development, training team assignment and program monitoring and evaluation;

Participated in a team to identify response tasks and procedures for hazardous materials incidents. The project was funded and managed by the Environmental Protection Agency;

Designed and managed the development of the Federal Emergency Management Agency Hazardous Materials Education Management Plan;

Designed and managed development of the FEMA Radiological Emergency Preparedness Exercise Program Evaluation Workshop;

Designed and managed the development of the FEMA Methods and Techniques of Adult Education course;

Evaluated six municipal emergency plans and developed a prototype emergency plan for regionalization of six municipalities for Centre Region Council of Governments (Pennsylvania);

Designed and developed the FEMA “Partnerships in Emergency Preparedness: Business and Government” course;

Provided subject matter expert support for an Environmental Protection Agency Fixed Site/Hazardous Material Contingency Planning course.

Developed the FEMA, DOT, EPA Hazardous Material Contingency Planning course;

Designed and developed FEMA Multi-Hazard Planning course;

Provided subject matter expert support to the Law Firm of Ropes and Gray in the Sea Brook Nuclear Power Station hearings; and

Participated in the development of the FEMA Executive Skills for the Emergency Program Managers course.

               

1991 to 1992: National Emergency Training Center- Private Consultant

 

  Project work included:

Designed and developed a training module on all hazard alert and notification system; designed and developed a training module on preparing for and responding to terrorist-initiated radiological emergencies;

 

4/82 to 12/84: IMR Systems Corporation, Falls Church, Virginia, Senior Associate

 

Designed, developed and presented emergency management training programs for the Federal Emergency Management Agency. Managed a team of subject matter experts and instructional designers to develop the Emergency Planning course - selected team; assigned tasks; monitored, reviewed, evaluated and developed material; directed changes for improvement; facilitated portions of the pilot and the train-the-trainer sessions; and taught the final version of the course in the field.

 

6/81 to 5/82:  Energy Consultants, Harrisburg, Pennsylvania, Training Specialist

 

Developed and presented off‑site training program for the Robert Ginna Nuclear Power Station.  Participated in a team that developed the State of Louisiana Implementing Procedures for the Waterford 3 Nuclear Power station.


 

11/78 to 6/81: Pennsylvania Emergency Management Agency, Harrisburg, Pennsylvania, Assistant Training Officer

 

Designed, developed and co-authored a 387-page comprehensive manual covering all aspects of emergency management. Development effort included the use of task analysis methodology.  Developed a correspondence course on the legal basis for emergency management. Developed slide tape shows on radiation and emergency management planning techniques.  Selected to develop the Three Mile Island after-action report.  Working on a three-person team, developed the exercise to test the plans of Three Mile Island fixed nuclear facility. Audited disaster assistance requests to ensure work was completed as specified.                                    

1967 to 1978   :U.S. ARMY Missile Maintenance Program, Commissioned Officer

 

Developed policies and guidelines for maintenance and supply for tank/automotive and missile equipment for an Army Corps in Europe.  Commanded a direct support missile maintenance company.  Supervised 70 military and civilian personnel in planning, developing and preparing three programs of instruction designed to qualify personnel in methods and techniques of maintaining an anti-ballistic missile system.  Served as Maintenance Officer for a field artillery battalion in Vietnam.

SHORT BIOGRAPHY

Bill Karl has 25 years of experience in emergency management.  Most recently, he has performed revisions of Emergency Operations Plans for nine Alabama counties.  All EOPs were approved by Alabama Emergency Management Agency. He developed and markets EM support products including EM Assist©, an electronic library and gateway for Emergency Operations Centers.  Bill has a proven track record in management, assessment, planning and training.  Bill was selected to assist Department of Homeland Security in the development of Master Exercise Practitioners Course and has taught the course numerous times.  Bill is currently working with Jefferson County, Alabama, the largest county in Alabama, on a number of tabletop and full-scale exercises. 

As the Emergency Management Systems Analyst and Environmental Systems Engineer for Argonne National Laboratory, he formulated plans to meeting Federal CSEPP Planning Guidance.  As a Project Manager with the US Navy, he developed the State Integrated Emergency Management Course and developed courses to address Terrorism.  As the Project Site Manager for the U.S. Army CSEPP program, he managed the development of off-site emergency plans for a six county area in Alabama.  

Bill’s accomplishments also include management of a multi-year project for FEMA’s National Emergency Training Center which included research, analysis and development of over 50 separate Emergency Management training programs.  He has also developed and managed several FEMA training programs including the DOT and EPA Hazardous Material Contingency Planning Course and the FEMA Multi-Hazard Planning Course. Bill holds a Master’s Degree in Public Administration from Pennsylvania State University and a B.S. in Forestry.
